WHAT AND HOW - PARTICIPATORY PROCESS FOR COMMONS

My initiative try to get to a law focused to the safeguard of commons through a participatory process.

It uses both technological and non-technological instruments and it gives to the last one more importance, thanks a methodological system score with different weights in the voting, in the deliberative process.

The process could be implemented by local authority and will be addressed on two main questions.


WHAT?

What the people mean when they speak about commons? Water, air, sea, coast, landscape, transports etc. The concept of commons is really wide. Which is most important? Why?

Six month of participatory process for understand which commons will be ruled by the law.

The first step (two months) for harvesting of ideas and expert knowledge.

The second step (one month) starts with of presentation by regional authority of four ideas (they could be a mix of all ideas collected) and end with the choice (through municipality meeting and internet voting) of three of them.

The third step (one month) starts with the presentation by regional authority of three ideas and end with the choice (through municipality meeting and internet voting) of two of them.

The fourth step (one month) starts with the presentation by regional authority of two ideas and end with the choice (through municipality meeting and internet voting) of one of them, that is the common good that the law will regulate.

HOW?

How could be ruled the commons? Which participatory processes could be more appropriated for it?
Social audit?  participatory budgeting?  participatory planning? referendum? town meeting?

Today there are a lot of participatory processes, civic engagement could be choice one of it.

The process is the same, only the subject is different.
